I just have two questions... if I wish to use a staff member for my RP do I have to ask for permission? If I do, then who do I ask?

There's a list of Interviewers on the main page that you can use without permission.

If you wanted to use a specific staff member you could shoot them a PM, or check the official contacts thread for their AIM. I'm sure most of them would be okay with it as long as you don't do anything too obscene.
