I've only heard that Johnny Depp will be playing The Riddler. But following the trend that these new Batman movies seem to have, there must be a second villain involved. The problem is they've already used the best ones, and hopefully they keep with the reality based theme and keep Poison Ivy and The Mad Hatter right the hell out of this series. So who do you think the second one will be? I think it'll be Penguin, as much as i dislike him. If anyone has more info about the movie that'd be awesome.

The Riddler is the second villain.
Two Face is going to be the main villain this time.

Oh, I thought Batman accidentally killed him at the end of TDK.. But I haven't seen it in a long time, well thank god, lets just hope they don't make a 4th.. with Mr.Freeze. *shudders*

No..Harvey Dent is dead. The villain who lived was The Joker, though for obvious reasons I don't think he will be making an encore.
The only two I can think of would be Catwoman, or Penguin. if they portray the Penguin correctly this time, he may be able to complement the Riddler very well.

Logic dictates that something can not be and be at the same time. If Two Face is Harvey Dent and Harvey Dent is dead then logically Two Face is dead as well.

Riddler is my all-time favorite Batman villain, so that makes me happy. I don't really know who the second villain could be. Penguin is probably the best guess, but I don't know who would play him. Danny DeVito returning? Not so much.

i can tell ya it won't be Man-Bat, Killer Croc, Bane, or Mr. Freeze, i doubt they would insult us with that mess, or horrible Ice-Puns (if someone can give me an exact amount of Ice Puns in Batman forever, they win a Frozen T-shirt) Money in the Bank on it being the Riddler, i just hope Senor Depp doesn't go all Charlie in the Chocolate factory on it.... Though as a secondary villian, Harley Quinn might be something interesting to play with, a little Joker revenge? or maybe Ventriloquist, the new one ala 2007 is a female, and daughter of a Mob Boss, which could easily be transitioned from the first one. Though it starts filming in 2010, Nolan isn't signed on to direct just yet so i mean by March we'll prolly have some sorta confirmation.

Mr. Freeze was in Batman and Robin, not Batman Forever. Batman Forever was Two Face and Riddler, which I loved.

Comics and their ilk have never followed logic. And I don't expect it to start now. They have a million excuses in a made up world of why someone who is dead can be alive. I'd expect Depp to jump at the chance to play the Riddler. So I'd expect it to be the Riddler.. and yes.. Two Face.

This was a political move so it didn't look like their white knight went on a killing spree. Why would you have a funeral for someone who isn't dead, especially if that someone was as well known as Dent, and if he wasn't dead could come back. Movies or not, this new Batman seems to like following..dun dun dun..LOGIC. Thank you Mr. Spock.
And if he's not dead, I'll come out of retirement and job to Everyman.

Riddler is good, especially as Depp. I'd personally like to see Catwoman, mostly because Bruce needs a new love interest and secondly because as a villain she's pretty awesome.

Personally I'd love to see Mr Freeze rebooted under Nolan's vision, Mr Freeze is an awesome villian and anyone who disagrees because of Batman & Robin, I direct you to Batman: The Animated Series, in particular Heart Of Ice and the feature length Subzero. These prove that the character can be done justice and actually Arnie did a decent job given the moronic script and character direction he was given.
The real tragedy of that film was Batgirl and Bane and Robin's refusal to get a grip.
At the moment however Riddler seems likely, I just hope he has more of a psychotic genius edge to him, because as well as Jim Carrey played him, for me he didn't capture Riddler's intellect too well, and that is key to making him more as he should be and less diet Joker as he came across in Forever.
Also, with Rachel's death, the door is left wide open for sexual tension between Batman and Catwoman, with some even suggesting it was hinted at in TDK with Fox's 'It should do fine against cats' line. This also leads into the interesting scenario whereby Batman is being torn apart between head and heart by Riddler's puzzles and Catwoman's obvious appeal if they go down that route. If they go with Catwoman, please be more realistic in presenting her origin than Hollywood has been in the past, even though Pfeiffer in that catsuit got me nicely through my early years.
Other possibilities I see that would be interesting is that Two-Face is not dead, the funeral was for Harvey Dent as a cover up for Dent's incarciration in Arkham - after all its better to die a hero in the eyes of the people rather than live as the criminally insane villian, so Batman took the blame to protect the fact that he's still alive and in Arkham, and this ties in nicely with the moral of TDK.
Poison Ivy or The Mad Hatter in my opinion wouldn't be bad villians to go with either, if done properly, again if you look at TAS you'll see they were done with considerable justice, also Clayface or Croc could work from a special effects point of view and again they could be done believably in a realistic Batman I feel.

Dent may have died in the movie...wich sucks because honestly Two-Face deserves more than that since he's the best villain after The Joker. But things may change since Heath died. I'm pretty sure it's going to be The Riddler at one point...more so now that there wont be another Joker return. But that Harley Quinn idea is good too.
