Photoshop would be the way to go, but you're looking to pay a couple of hundred dollars for a legal copy.

You can achieve results just as good with Paint Shop Pro.

I personally prefer photoshop. The things you can achieve with it are amazing.

But just because you have a high end program like PS, doesn't mean you will knock out amazing banners/logo's straight away. You gotta learn the program first.

Maybe try searching for some free 2D software first.
